Transitway fails again

One of the things we are told regularly is how "flexible" a bus system is.
What we observe however, is how frequently it fails:
Not only is each of these buses putting out diesel (on a warm day), but each one of the buses has a driver
paid by the hour to sit there. And, each one of those buses is mostly empty (this is going into the downtown),
and there are thousands of people waiting for *their* bus to take them home.

Think if this happened in a tunnel, a hundred feet below ground. Yikes.

I just realized what's causing this bus line-up.
There's a double decker bus, at the head of the queue, boarding 83 CUTA delegates, to take them on a tour of the Transitway, and they are all fighting to get the front seats on the upper deck!
And, of course, the bus, and the 100's of others behind it, can't move until everyone on the upper deck is SEATED!!!!
