He does not adequately cover the issue of garage and building entrance.
After the train clears the station passengers will still be on the platform, blocking the entrance.
It would be helpful if timing was developed to show how much time the entrance would be open for pedestrians - The Train (inbound Stopped then outbound) - and finally cars.
it would also be helpful if examples were given of other cities where light rail blocks building entrances part of the time but are still successful.
Don't get me wrong, it could maybe work. But more proof is needed.

As a possible alternative option could you not just maintain 1 lane of vehicle of traffic closest to the required entrance way putting the light rail in the middle of the street, for some blocks, on the right for others and on the left others.
He also did not at all address the single biggest issue raised when FOTO presented this plan to city council, which was the lack of crossing tracks in the down-town.
I think if FOTO plan is to be considered it needs to look at running surface light rail 2 ways on a single street, with crossing tracks for emergencies.
but that is just my 2 cents.
